Full Diagnosis
Normal standby/idle — the outdoor unit is powered and has passed its checks, but there's no active call for cooling or heat, so the compressor and condenser fan are off. This is the resting counterpart to Green Medium Flash (active call, compressor running) and Green Fast Flash (a temporary power-up delay before a call is answered); it should give way to one of those states as soon as the thermostat calls for conditioning.

No action needed if there's no active thermostat call. If the thermostat IS calling for cooling or heat and the LED stays in slow standby-flash rather than shifting to fast-flash (startup delay) or medium-flash (running), check the low-voltage call wires (Y for cooling, O/B and W for heat pump modes) at the outdoor unit and thermostat for a broken or miswired connection — a call that never reaches the outdoor board is a common reason the unit appears to sit in standby when it shouldn't be.
