IPM Malfunction or IGBT Over-Strong Current Protection. Voltage signal from the IPM to the compressor drive chip is abnormal; wiring, IPM, outdoor fan, compressor, or outdoor PCB may be involved.
Check supply voltage stability. Inspect IPM module on outdoor control board for damage. Verify compressor wiring is correct and not shorted. Replace outdoor control board (with integrated IPM) if module is faulty.
