Power-up delay (short startup hold) — a factory-set hold-off period after the unit is powered on or between cycles, before the compressor is allowed to engage. This is normal protective behavior, not a fault: it's distinct from the Green intermittent flash (hard lockout), which persists until a real fault is cleared and power is manually cycled, whereas the fast flash clears on its own within a short time as the timer runs out.
